C/XS implementation of Algorithm::RectanglesContainingDot

This module implements the same algorithm as Algorithm::RectanglesContainingDot in C/XS and so it is much faster (around 30 times faster!). Algorithm::RectanglesContainingDot will use this implementation automatically when available.
