Using python3.11 to build xpra for Leap 15.6

### NOTE(s):
* [20260206]
 - Removed python-wheel (linkpac of d:l:p) as the _link broke badly at last update
* [20260126]
 - Removed gstreamer packages from here because they refuse to build; some strange ninja/meson error likely related to %meson_build using some '[ <something> : <something else> ]' notations it doesn't like.
* [20251210]
 - Swapping `python-pycups` & `python-jaraco.test` over to `devel:languages:python:backports`
* [20250730]
 - Swapping over to openSUSE:Leap:15.6:Update/python-gobject from GNOME:Factory/python-gobject
 - Also adding 'BuildRequires: pkgconfig(pygobject-3.0)' since Leap doesn't appear to pull `python-gobject-common-devel` in like TW does ; also `python-gobject-common-devel` seem built somewhere else in Leap.
* [20250313] Disabling this for 15.5; The gstreamer/gobject stuff was recently updated and there's too much missing from 15.5 (and it's not worth it to track it all down). Example is python-gobject needing `pkgconfig(girepository-2.0)` (which is `glib2-devel`) and the fact that <= 2.80.0 don't provide `/usr/lib64/libgirepository-2.0.so` among other things ...

#### xpra:
* linkpac'ing packages to be built with Python3.11 for Leap 15.5 & Leap 15.6.
* 15.5 needs packages from devel:tools:compiler/15.5 to have the required devel packages to build.
* Adding this repo to SLED15SP6 also works

#### xpra-html5:
* doesn't _require_ Python3.11 to build, so leaving python3-* "Requires" in place.

This project is a central place for audio, video and image libraries for parsing multimedia data (also known as codecs), tags or containers. It is also a place for multimedia data processing libraries.
Command line utilities without GUI toolkit dependencies can be placed into this project as well. Please don't place end-user GUI based applications here, put them into multimedia:apps. Base your project on packages in this project instead.

This project also serves as development project for packages around this topic in the openSUSE:Factory distribution. If you want to participate you can contact us individually or use our mailinglist opensuse-packaging@opensuse.org. Please report bugs to the respective bugowners as set.

Remote display server for applications and desktops

Xpra is "screen for X": it allows you to run X programs, usually on a remote
host, direct their display to your local machine, and then to disconnect from
these programs and reconnect from the same or another machine, without losing
any state. It gives you remote access to individual applications.

Xpra is "rootless" or "seamless": programs you run under it show up on your
desktop as regular programs, managed by your regular window manager.
Sessions can be accessed over SSH, or password protected over plain TCP sockets.
Xpra is usable over reasonably slow links and does its best to adapt to changing
network bandwidth constraints.
