For openSUSE Tumbleweed run the following as root:

zypper addrepo https://download.opensuse.org/repositories/home:garloff:OTC/openSUSE_Tumbleweed/home:garloff:OTC.repo
zypper refresh
zypper install python-pip

For openSUSE Factory ARM run the following as root:

zypper addrepo https://download.opensuse.org/repositories/home:garloff:OTC/openSUSE_Factory_ARM/home:garloff:OTC.repo
zypper refresh
zypper install python-pip

For SUSE SLE-12-SP1 Update run the following as root:

zypper refresh

For SLE 11 SP4 run the following as root:
