For CentOS 7 run the following as root:

cd /etc/yum.repos.d/
wget https://download.opensuse.org/repositories/home:ubn:puppet3/CentOS_7/home:ubn:puppet3.repo
yum install puppet

For ScientificLinux 6 run the following as root:

cd /etc/yum.repos.d/
wget https://download.opensuse.org/repositories/home:ubn:puppet3/ScientificLinux_6/home:ubn:puppet3.repo
yum install puppet
