pam-config from Linux-PAM project

For openSUSE Tumbleweed run the following as root:

zypper addrepo https://download.opensuse.org/repositories/Linux-PAM/openSUSE_Tumbleweed/Linux-PAM.repo
zypper refresh
zypper install pam-config

For openSUSE Factory ARM run the following as root:

zypper addrepo https://download.opensuse.org/repositories/Linux-PAM/openSUSE_Factory_ARM/Linux-PAM.repo
zypper refresh
zypper install pam-config

For 16.0 run the following as root:
