guile1 from Publishing project

For 16.0 run the following as root:

zypper addrepo https://download.opensuse.org/repositories/Publishing/16.0/Publishing.repo
zypper refresh
zypper install guile1

For 15.6 run the following as root:

zypper addrepo https://download.opensuse.org/repositories/Publishing/15.6/Publishing.repo
zypper refresh
zypper install guile1
