zypper addrepo https://download.opensuse.org/repositories/OBS:Server:2.9/openSUSE_42.3/OBS:Server:2.9.repo
zypper refresh
zypper install createrepo
Para SLE 12 SP3 corra o seguinte como root:
zypper addrepo https://download.opensuse.org/repositories/OBS:Server:2.9/SLE_12_SP3/OBS:Server:2.9.repo
zypper refresh
zypper install createrepo
Para xUbuntu 14.04 corra o seguinte:
