For openSUSE Tumbleweed run the following as root:
zypper addrepo https://download.opensuse.org/repositories/home:in0rdr/openSUSE_Tumbleweed/home:in0rdr.repo zypper refresh zypper install pkg-config
For 15.6 run the following as root:
zypper addrepo https://download.opensuse.org/repositories/home:in0rdr/15.6/home:in0rdr.repo zypper refresh zypper install pkg-config
