libosmocore from home:zecke23 project

For CentOS CentOS-6 run the following as root:

cd /etc/yum.repos.d/
wget https://download.opensuse.org/repositories/home:zecke23/CentOS_CentOS-6/home:zecke23.repo
yum install libosmocore

For Debian 8.0 run the following:
